ELCC QRIS ToolPurpose of this tool: This tool is intended to assist state leaders engaged in planning for a Race to the Top-Early Learning Challenge (ELC) application and specifically focuses on key requirements within the ELC executive summary related to the development and expansion of "a common, statewide, Tiered Quality Rating and Improvement System" (QRIS).
